Beijing solution
One of the success factors for communications during the Beijing Games in August 2008 was careful risk analysis and planning.
The Beijing authorities and Games organisers selected a TETRA network supplied by EADS Secure Networks. Capacity estimates were made well in advance and the projected figures were used to plan expansions, which were rolled out in good time.
Furthermore, indoor coverage kept people in touch with the network at all times so they did not have to keep switching to DMO (radio-to-radio) operation.

The radio comes with a Chinese user interface
Thousands of handportable and mobile radios by EADS are in use by the police, fire departments, and other public safety personnel during the competitions in August 2008 and also after the event by the public authorities’ shared communications network. Most of the radios used by the authorities have been connected to a positioning system, which enables the monitoring of the units' locations from command and control.
The radios’ user interface with voice feedback, a keypad and screen texts in the Chinese language allows the users, for example, to browse group lists on their radios or compose text messages in their own language. What's more, the user interface is intuitive, which makes the radios easier to introduce to new users.

The path to success

2003: Beijing JustTop Network Communications, Ltd. purchased the TETRA system from EADS and began trials in several areas of the city.

2004: The first government agencies began to join the network, with police organisations joining later that year.

2005: By September there were already 30,000 users in the network.

2006: April marked the decision to use the network for the games in 2008, and games organisers began staging test events in August.

2007: The network's coverage was extended to cover all competition venues, training venues, metro lines, the main highways and more than 100 contracted hotels and other facilities.

2008: A number of successful test events precede the main event, the Beijing Games.
